How can it be constitutional to refuse to even accept an application for a concealed carry permit, to a legal US resident? Not only is it not Constitutional, it isn't even legal. Federal law makes discrimination illegal for reasons of sex, race, religion and national origin (but not immigration status). This is a clear case of discrimination. If you're here legally, you enjoy 100% of the Constitutional protections that US citizens enjoy. The difference is that you can't vote or work for the federal government. You can join the military though and many immigrants do and are rewarded with citizenship upon the end of their first four year enlistment.
