It all depends on how the laws are written, and that varies a great deal from state to state (and, perhaps, from city to city, in some cases). And please note, I said "laws," because there may be multiple laws that prohibit CCW in certain situations or places. State statutes generally ban private citizens with a permit from carrying into governmental buildings, including city hall, the legislature, schools and law enforcement departments.
